TRENTON, N.J. (AP) — Gov. Chris Christie’s administration agreed to lower how much the private firm running part of New Jersey’s lottery had to bring in when state officials nixed a keno-style game two years ago. Now the state is allowing the game, but the company doesn’t have to promise more money.

The reworked 2015 contract between the state and Northstar New Jersey — dropping 15-year revenue projections for New Jersey by about $1 billion — has not been altered since the state last month announced its new Quick Draw game, a New Jersey Treasury Department spokesman said.

That means the lowered income targets the state agreed to will remain in place as Northstar rolls out the new game that is expected to bring in up to $20 million in the year ending June 30, 2018. As a result, while the public stands to benefit if Quick Draw increases lottery revenues, gains may not be as high as they could have been.

The treasury, which oversees the lottery, reversed itself on keno-like games because “the lottery regularly assesses the marketplace and responds with relevant product offerings,” said Will Rijksen, a department spokesman.

Even with the lowered income targets, Rijksen said, taxpayers benefit when lottery revenues increase “so the addition of Quick Draw is a positive development.”

Democratic Senate Majority Leader Loretta Weinberg said the changes don’t look like a good deal for the state and the next governor should raise the targets.

“It’s inattentive. By giving them reduced marks, they should very quickly rewrite the contract to where it was,” she said.

The New Jersey Lottery has brought in $25 billion for the state since its founding in 1970 as a public benefit to help pay for schools and higher education. Its annual sales now total about $3 billion, with about $1 billion going to the state.

The reworked deal not only dropped overall revenue targets but also lowered how much Northstar could get if it exceeded those targets, from 5 percent of net income to 3 percent. Christie touted the fact that he won certain new guaranteed revenue levels if targets are not met, but those guarantees last only through the Republican governor’s term, which ends in January.

Quick Draw is a keno-style game in which numbers are electronically drawn and displayed on TV screens at 400 retail locations. Drawings are held every five minutes.

The game has helped buoy other states’ budgets. In Michigan, where lottery sales are similar to New Jersey’s, keno was responsible for about 20 percent of sales in fiscal year 2015, according to figures compiled by Michigan’s Bureau of State Lottery.

Northstar’s track record running state lotteries overall is mixed. In Illinois, Republican Gov. Bruce Rauner fired Northstar after years of missing revenue projections. Northstar also missed targets in New Jersey. But instead of firing the company, the Christie administration reworked its contract, citing both the state’s denial of keno-style games and a national downturn in lottery revenues.

The governor signed legislation into law this year that made the lottery, valued at about $13 billion, an asset of the state’s troubled public pension fund. The move was designed to lower the pension’s unfunded liability, which the Christie administration estimates at around $50 billion. The move means that the lottery is indirectly helping public pensioners.

Steve Baker, a spokesman for the New Jersey Education Association, the state’s biggest teachers’ union, said the labor group is neutral on Christie’s transfer of the lottery and the keno authorization.

“The state has an obligation to fund the pension. How the state does that is up to the state,” he said.

Anti-gambling groups have raised concerns about the effects of the fast-paced game — drawings are every five minutes — and the potential effect on addiction rates.

But the leaders of the Council on Compulsive Gambling of New Jersey and the National Council on Problem Gambling say that as far as they know, no studies have been done specifically on keno and it’s unclear whether the game affects addiction rates.

Indiana Quick Draw Keno started on March 1, 2009. This keno game is a 10-20-80 game in which the player picks 10 numbers from 1 to 80, and the lottery draws 20 numbers. The game draws once a day. Each play costs $1. Match 5 or more of your numbers to the Hoosier Lottery numbers to win.

The odds to win 10 numbers is 1 in 8,911,711 and wins a jackpot of $300,000. Compare that to the jackpot odds of one in 9,366,819 of winning Hoosier Lotto 6/46; or odds of one in 292 million of winning the Powerball lottery; or one in 302,575,350 of winning the Mega Millions game! However, Indiana Cash 5 is still the easiest bet in Indiana, with odds of one in 1,221,759.

Twenty-eight percent of all the winning numbers drawn in Indiana Quick Draw Keno are numbers that won in the last drawing, and 48 percent of all the winning numbers are either repeat hits or numbers that were out only one game. Furthermore, 62 percent of all winners were out TWO GAMES OR LESS!

PLAY ONLY THE HOTTEST NUMBERS

Keep in mind, you need to get only HALF of the 20 numbers drawn to get the 10 numbers required to win the jackpot. Repeat hits AND numbers out ONE game (that is, numbers repeated from the previous drawing, and numbers drawn one game before that) account for about half of all the winning numbers drawn. Eliminate a number if it has already had three hits in a row. BEST TIMING FOR GUARANTEED HOTTEST NUMBERS

In the Quick Draw lotto game, six numbers, on average, are repeated from the previous drawing. When you see one or two drawings that have had fewer than six repeat hits, you could expect the next drawing or two to have a higher than average number of repeat hits.

Consider this a VERY Short Term Bias Tracker®, because we are considering only the last two drawings—expecting to see an immediate Trend Reversal when the Bias shows a below average number of repeat hits. Nine of the winning numbers are either repeat hits or numbers out just one game. And 11 of the winning numbers drawn are either repeat hits or numbers out one or two games. You don't have to play every day. Wait for one or two drawings that have had fewer than 9 winning numbers out two games or less, because invariably the next drawing or two will produce more of those than average, making it easier to win.

WHEN TO PLAY A LONG SHOT NUMBER

Since one-quarter of all Indiana keno numbers are drawn each game, you don't see many long skip periods between wins. The longest losing streak for any keno number was 33 games. In the entire 3000+ game history of a 10-20-80 keno, only once has a number skipped more than 30 drawings without a win. When you see a number out more than 30 drawings, by all means play it. Probability is on your side. A long shot number in keno is one that has skipped more than 9 games. (In Lotto 6/49, a long shot number is one that has been out for 17 games or more.) Numbers out for more than ten games account for only four percent of the winning numbers drawn.

GET THE ODD/EVEN ADVANTAGE

You should have a relatively equal mix of odd and even numbers. More than half (56 percent) of all the drawings have a relatively even spread of 10 Odd/10 Even or 9 Odd/11 Even or 11 Odd/9 Even. There has never been a drawing in which all Odd or all Even numbers occurred. The Odd/Even Bias Tracker® in Advantage Gold tells you when you should play more Odd or more Even numbers.

GET THE HIGH/LOW ADVANTAGE

In keno, half your numbers should be chosen from the Low Numbers, 1 to 40, and the other half chosen from the High Numbers, 41 to 80. More than half (56 percent) of all the drawings have a relatively even spread of 10 Low/10 High or 9 Low/11 High or 11 Low/9 High. There has never been a drawing in which all Low or all High numbers occurred. The Low/High Bias Tracker® tells you whether you should play more Low or more High numbers the next drawing.
